On September 1, 2025, a comprehensive reform of district politics came into force in Vienna, initiated by both the SPÖ and the Neos. The aim of this reform is to increase transparency in district boards. These developments are seen by many as an important step towards the modernization and digitalization of administration. How MyDistrict reports, the reform aims to make district council meetings publicly accessible, often via livestream, to enable citizens to better participate.
A central component of the reform is the online availability of minutes and inquiries as well as the recommendation to set up media libraries in the districts. A permanent online media library, provided by the City of Vienna, is already being planned in Josefstadt. Citizens are expected to be able to access relevant documents there from November 2025, such as OTS determines.
Efficient and digital district work
The reform relies on more efficient and modern information provision. All 23 district councils are affected when it comes to digitization and access to information. This also includes a stronger control function of the district parliaments, which is further strengthened by easier access to relevant information and continuous digitalization. In the future, citizens should also be able to submit applications more easily - for example with ID Austria, explained Bundesdruckerei.
The technical basis for digital access to files is also being created. In the future, citizens will be able to access the digital meeting minutes and inquiries, which further increases the transparency and traceability of the district's work. The legal anchoring of live streams is also part of this reform, which is intended to significantly increase citizen participation.
Technical implementation and challenges
The technical implementation of this comprehensive reform is considered to be unproblematic, but uniform technical equipment in the districts is crucial for the quality of the live streams and recordings. In addition, training employees in the use of digital tools and cybersecurity will be necessary in order to meet the high demands of digitalization. This is seen as an important basis for more efficient and transparent administration.
The long-term goal of the reform is to promote political interest in the district and to involve citizens more actively. The developments in administrative digitalization, such as the use of artificial intelligence and cloud solutions, also offer exciting perspectives for a sustainable and citizen-oriented administration.
With the planned online media library and the digitization of district politics, Vienna is proving that it is ready to move into the future and give its citizens even better access to information and participation.
