Vienna chooses the future: SPÖ and Neos present a recovery coalition!
After the April elections and intensive three weeks of negotiations, the SPÖ and NEOS presented their new coalition to the public in Vienna. On June 3, 2025, Mayor Michael Ludwig and Deputy Mayor Bettina Emmerling presented their extensive government program, entitled “Resurgence Coalition”. With 191 pages, the program includes a variety of measures to strengthen Vienna as a business location and to promote social cohesion. The goal: a stable city government that responds to current challenges and makes Vienna fit for the future.
The opinion survey by MeinBezirk shows how the Viennese react to the program. Harald, a 65-year-old citizen, is behind the continuation of the coalition. He sees the government's work so far as positive. Elke (49), who would have liked to work with the Greens, but supports the planned “Ringstrasse offensive”, takes a different view. Christa, 64, also expresses concerns and criticizes the planned establishment of an “AI Gigafactory” that is to be located in Seestadt. Harald, on the other hand, is concerned about the high electricity consumption of data centers, but sees the strengthening of the business location as fundamentally positive.
Focus topics of the government program
The new coalition agreement has clear priorities. Labor market policy, digitalization and technology play a central role. The government plans to further establish Vienna as “Austria’s economic engine”. Investments in artificial intelligence and the expansion of the Life Science Center are planned. In addition, Vienna should apply to host the Eurovision Song Contest 2026. The focus is on providing economic stimulus while promoting social cohesion.
An important aspect of the government program is the climate goal: Vienna should become climate neutral by 2040. To this end, measures such as the expansion of photovoltaics, geothermal energy and the creation of 400,000 square meters of new parks and green spaces were announced. The expansion of urban cycle paths, especially on the Ringstrasse, is also on the agenda.
Strengthening education and health
The area of education is also being pushed forward, including the introduction of compulsory kindergarten attendance of 30 hours per week for children with increased language needs. In addition, language support in kindergarten should be expanded and lateral entry for specialists in elementary education should be made easier. The aim is to combat staff shortages and improve the childcare ratio in kindergartens.
Public health care is being strengthened by modernizing the hospital infrastructure and expanding regional health centers. The aim is to better involve parents in everyday kindergarten life in order to increase the children's educational success.
The constituent meeting of the new municipal council will take place on June 10, 2025, at which the coalition will have 53 of 100 mandates in the municipal council. In order to keep an eye on the implementation of the projects, a government monitor is being introduced to ensure transparency and control.
The new city government has big plans. The coming months will show how the measures are received in reality and which steps are actually implemented.
