On June 3, 2025 the time has come: Vice Mayor Bettina Emmerling from the NEOS and Mayor Michael Ludwig from the SPÖ will present the new government program in Vienna City Hall. The city is ushering in a new era called the “upturn coalition”. On a total of 191 pages, the two parties present their vision for leading Vienna into a stable city government after the election in April.
But what exactly is on the program? The coalition partners are sending a strong signal and responding to current challenges with their new approach. The focus is on successful economic stimulus and social cohesion in the city. By 2030, Vienna should not only be worth living in, but also affordable and climate-friendly.
Investment and innovation
Structural reforms and proper budgetary discipline are essential components of financial planning. Strengthening Vienna as a business location is also a top priority. A large number of planned investments are to flow into digitalization and cutting-edge technologies. These include, among other things, the promotion of artificial intelligence, the expansion of the Life Science Center and the application for a large data center. The Eurovision Song Contest 2026 is also on the list of ambitious projects.
A climate-neutral city by 2040 is another key goal. The specifications include measures such as the expansion of photovoltaic systems, geothermal energy and the creation of 400,000 square meters of new parks and green spaces. Education and integration
The new program builds on existing initiatives, such as the continuation of the “elementary education step-by-step plan”. This not only sets compulsory kindergarten attendance of 30 hours per week for children with language needs, but also promotes measures to combat staff shortages in kindergartens. A “Vienna Integration Code” is intended to help establish clear rules and values for living together, with strengthening language support, especially German, playing a central role. Health and social security
