The political landscape in Vienna has changed again after the elections on April 27th this year. The SPÖ and NEOS have once again agreed to work together, which will result in a new government program. The program, which focuses primarily on work and the economy, was presented on Monday evening. Details on this program are expected today, June 3, 2025. Mayor Michael Ludwig will lead the new government, while Bettina Emmerling from NEOS could take on the role of deputy mayor courier reported.
However, the exact personnel selection will not be presented until Wednesday. People are particularly eagerly awaiting the decision about who will take over the finance department after Peter Hanke moves to the federal government. There is some speculation here, as austerity measures are unavoidable in Vienna and the debate about the financial feasibility of the current minimum security model has flared up again.
Work and economy in focus
The new government program provides a clear direction for creating jobs and strengthening Vienna's economy. This is particularly important because the SPÖ lost slightly in the Vienna election, but is still strongly represented with almost 40 percent of the vote. NEOS, on the other hand, can confidently compete with an increase of two seats in the local council and has exceeded the 10 percent hurdle The press noted.
Together, the SPÖ and NEOS now have 53 of the 100 mandates in the new local council, which represents a strong position. However, the exact framework conditions for financial policy and the distribution of departments are still in flux, and it is expected that SPÖ committees will have to approve the new program package by Wednesday.
Units and uncertainties
Furthermore, it remains unclear how many people will be admitted to the city senate. This currently consists of twelve members, and if this size remained, the SPÖ would only have five city councilors. It seems unlikely that the SPÖ will forego another city council position. According to reports, possible surprises cannot be ruled out when the program is presented today at 12.30 p.m. in the town hall ORF Vienna.
The negotiations between SPÖ and NEOS were permeated with less information than in the past. During the presentation of the new government program it could become clear whether the name “Progress Coalition” will be retained or whether a new departure will be signaled here. Five years ago in a similar situation there was a symbolic presentation accompanied by a large punch donut - an image that many Viennese remember.
Overall, the Vienna coalition shows how closely political strategy and economic challenges are linked. The coming weeks and months will be crucial for how the cooperation between the SPÖ and NEOS will develop in the next few years.
