Ludwig introduces the upswing program: Measures for Vienna's future!

On June 10, 2025, a lot happened in Vienna: Michael Ludwig was re-elected as SPÖ mayor. In his inaugural speech after the tragic killing spree in Graz, Ludwig spoke about his ambitious 191-page government program, which he referred to as a "upswing program". In it he announced numerous measures that are supposed to stabilize the economic situation of the city. A central project is a planned AI giga center in Vienna Aspern, which is intended to help advance the economy. The plans for this center are in line with the new EU regulations for artificial intelligence, which already came into force on June 13, 2024 and aimed at harmonized regulations in order to regulate and control the use of AI, as on EUR-LEX.EUROPA.EU is reported.

In his speech, Ludwig also emphasized the need for austerity measures in all departments in order to take into account the tense budgetary conditions. He called for adjustments to the minimum security and a nationwide regulation that he would like to anchor at the AMS. In addition, he spoke out for a residence obligation and basic child protection. Another topic was the planned increase in the price for the 365 euro ticket, although specific details are not yet known.

The focus of the new government under Ludwig is also on education, health care and climate measures. He also emphasized the importance of increased police presence in Vienna and clearly expressed his rejection of anti -Semitism and violence against women. Vice Mayor Bettina Emmerling (NEOS) was re -elected and sees Ludwig's approaches the chance of economic and social upswing. These are certainly challenging topics that the new government has to face.

But not all of them are enthusiastic about the plans presented. Judith Pühringer from the Greens criticized the government program as "pale and despondent", while Harald Zierfuß promise emptiness from the ÖVP and complained about a lack of reforms. Dominik Nepp from the FPÖ sees the SPÖ as the main cause of the current crisis in Vienna and describes the new government as a "swing coalition".

The new AI strategy for Vienna

The city of Vienna has revised its AI strategy in parallel to these political developments. This reacts to the rapid developments in the generative AI and the EU AI Act. The CIO of the City of Vienna, Klemens Himppele, emphasized the importance of ethical principles in the development and application of AI technologies. The strategy that has been in force since the end of October focuses on responsible and sensible use of AI in urban administration.

The central fields of action include the automation of processes to improve existing services and the establishment of a AI Expert pool for exchange with experts and companies. In addition, training offers are to be offered to increase AI competence within the city administration.
