The course, which has been mandatory in Vienna since 2019, has already invited over 20,000 participants to familiarize themselves with the obligations and rights surrounding dog ownership. The aim of the initiative is clear: to provide in-depth knowledge about species-appropriate husbandry and care in order to avoid bad purchases and potentially dangerous situations. From 2026, this will be mandatory for anyone who wants to register a dog, especially if they have not owned a dog in the last two years.

Requirements for dog owners

An essential part of the course is also legal regulations that determine the responsibility of the owners. Registration takes place directly with the course providers and the course fee is 40 euros. To ensure that new dog owners are well prepared, they must also provide a criminal record and pass an exam before they can acquire a dog, according to this ORF.

In the past, Animal Welfare Minister Johannes Rauch had even promised a complete ban on activating dogs. These measures are part of a larger plan to reduce dangerous dog bites and attacks. Reform is absolutely necessary, especially after tragic incidents such as the death of a jogger from a dog bite.

More knowledge for all dog owners

At the same time, the ÖTK dog certificate will continue to be offered as an additional offer. This certificate promotes knowledge of danger avoidance and animal welfare-compliant dog ownership, even if it does not include any practical part of dog training. Content and further training on the subject of dogs are also provided by competent dog schools, especially by trainers qualified in animal welfare.
