Vienna at the top: Highest childcare rate for children under 2 years old!

Vienna is one step ahead when it comes to childcare. According to current figures from Statistics Austria on the visitation rate up to the kindergarten year 2024/25, over 46% of children under the age of two in Vienna are cared for in institutional care facilities. This puts the federal capital clearly at the top, followed by Burgenland with 44.1% and Lower Austria with 38.6%.[ MyDistrict ]

A similar picture emerges for three to five year olds: with an attendance rate of 93.5%, Vienna is only slightly behind the Austrian average of 94.3%. Carinthia and Styria follow with 92% and 88.9% respectively. Another focus is on the so-called “Family and Work Compatibility Indicator” (VIF), which shows how well the childcare offers enable parents to work full-time. Here the Viennese can score with 89.1%, which clearly stands out from other federal states. Burgenland is doing well with 68%, while Upper Austria remains at the lower end of the scale with a VIF share of 38.5%.[ Federal Chancellery ]

Investments and goals

Family Minister Susanne Raab emphasizes that the federal government has big plans to improve child care across the board. The goals include an investment of 4.5 billion euros by 2030 to support the federal states in expanding their childcare offerings. According to Raab, however, the focus is on freedom of choice for families - not on looking after as many children as possible quickly.[ Federal Chancellery ]

The monitoring of child education and care, which was presented at the Palais Dietrichstein in Vienna, is intended to make progress transparent over the next few years. Not only the visit rates are taken into account, but also opening times, quality and care ratios are important key figures. What is remarkable is the increase in the attendance rate for children under three years old from 14% in 2008 to 32.1% today. The care rate for three to six year olds has also risen from 86.6% to 95.4% in just a few years.[ MyDistrict ]

Long-term perspectives and new places

The report highlights that around 95,700 new childcare places have been created in the last ten years. A particularly positive example is Vorarlberg, where the care rate for one-year-olds has increased from 15% to 34% and for two-year-olds from 41% to almost 65%. In the future, the focus will be more on expanding places for children under three and on improving the quality of childcare.[ Federal Chancellery ]
