There is a lot of activity in the Doctor Karl Landsteiner Park, better known as “Bärlipark”, near Vienna’s main train station. The park is used by many families as a popular retreat and playground, but residents report increasing problems that disrupt peaceful coexistence. Groups consume alcohol and drugs here, leave trash behind and cause noise. This situation prompted the Greens and the KPÖ/Links to request measures to resolve the conflict at a district council meeting in June. The application was then forwarded to the Social Commission in order to organize the urgently needed support.
The district leader Lea Halbwidl (SPÖ) drew attention to herself on September 9th with a so-called “respect tour” in the park. The existing problems, including pollution and drug use, were discussed in discussions with residents and the police. Another concern was the door to the park not closing. Halbwidl made it clear that improving the situation is closely linked to increased child and youth work. A nice ray of hope was the “Day of the Child” organized by the Wiedner Kinderfreunde, which demonstrated positive use of the park.
Measures and responsibilities
The authorities are called upon to really improve the situation in Bärlipark. Halbwidl emphasized that the police ultimately bear responsibility for ensuring safety and order in the park. It is expected that new measures will be presented at the upcoming district council meeting on September 23rd that could perhaps shed light on the matter. The hope is that the situation will calm down as summer moves into fall, but whether this is realistic remains to be seen.
In such tense situations, child protection is becoming increasingly important. Institutions that work with children and young people must be informed about possible dangers in order to take proactive action against abuse of power and attacks. A safe environment is essential so that professionals can work without fear. The reform of SGB VIII in 2021 has attracted more attention in this regard and obliges institutions to develop individual protection concepts.

An effective protection concept begins with a thorough risk analysis. Key questions are crucial here: What conditions could potentially be exploited by perpetrators? And can affected children or young people find contacts who are sensitized and can offer support? Information and assessments from the children affected are also of great importance in order to identify and rule out weak points in existing systems.
The results of these analyzes help to develop necessary conceptual and structural improvements and ensure that child protection becomes an impressive focus. Ongoing quality assurance and the involvement of everyone involved, both professionals and the children themselves, are crucial to the success of these protection concepts.
The Bärlipark not only plays a role as a leisure facility, but also represents larger social challenges. Whether and how the upcoming changes will bear fruit remains exciting and we will continue to monitor it.
