In the 10th district of Vienna, the police carried out intensive checks, focusing primarily on e-scooters, cyclists and the so-called “road runner” scene. A number of violations were identified, which not only related to the use of public streets and paths, but also to general traffic regulations. The inspectors imposed on-site fines of around 6,300 euros because many drivers did not comply with the applicable regulations. Another worrying aspect was the technical verification of the e-scooters. A 16-year-old driver who was driving a rental car without a valid driving license was also stopped. The police were also able to identify car drivers who were driving with unauthorized vehicle modifications and ignoring traffic rules.

Rules for e-scooter drivers

E-scooters bring a breath of fresh air to mobility - but they are not without rules. E-scooters must be equipped with liability insurance and require an operating license in order to be able to be used legally on the road. The Small Electric Vehicle Ordinance (EKfV) regulates these requirements. Future new regulations aim to make traffic safer. For example, driving on sidewalks and in pedestrian zones, which is only permitted at walking speed, in order not to endanger pedestrians, should be invalidated. Loud ADAC E-scooters are only allowed to drive on cycle paths, cycle lanes and cycle streets.

A significant detail: There is no requirement for a driver's license for e-scooter drivers, but they must be at least 14 years old. Wearing a helmet is recommended but not required by law. In order to increase safety in the future, further regulations are being planned. From 2027, new vehicles will be equipped with indicators and stricter battery safety requirements will be introduced.

Penalties and road safety

The safety situation with e-scooters raises questions. A total of 9,425 accidents involving small electric vehicles were registered in Germany in 2023, including 22 fatal ones. The accident hotspots show that e-scooters account for around 3.2% of accidents resulting in personal injury, which is cause for concern. Therefore, work is also underway to revise the legal provisions in order to increase road safety and make the legal framework clearer, according to a new FAQ Small Electric Vehicles Regulation.
