Vienna in the upswing: New government program for affordable future!
Innere Stadt, Österreich - On June 3, 2025, the SPÖ and Neos presented the new government program of the Vienna city government, which is under the banner of the “upswing coalition”. The extensive document with 191 pages outlines ambitious plans for the future of Vienna. Mayor Michael Ludwig and Vice Mayor Bettina Emmerling presented the central issues and goals that Vienna should make a livable, affordable and climate -friendly city by 2030. Kurier reports that the focus is particularly on social cohesion.
The coalition plans extensive investments in a total of five chapters of the program. This includes the creation of 1,500 new community apartments and the introduction of a new award system that is individually tailored to the life situations of the residents. 22,000 subsidized apartments are also funded in the Brigittenau, Donaustadt, Liesing and Simmering districts. An innovative concept for the digital vacancy database for business premises is intended to better manage the vacancies. vienna.at emphasizes that there is no vacancy tax for many real estate owners.
mobility and urban planning
As far as mobility is concerned, the city government intends to expand the Wienmobil Rad-range in Aspern Seestadt and to modernize the traffic system, among other things by extending the lines of the 18-street road. The possibility of taking bicycles on buses and trams is also being tried. Another goal is the unbundling of bike and foot traffic at the Wiener Ring. Kosmo adds that environmentally friendly measures such as the redesign of the ring road and the examination of autonomous buses are also on the plan.
The climate goals of the new government are also important. The expansion of 400,000 square meters of new parks and the planting of 20,000 new trees testify to a strong commitment to the environment. In addition, the entire gas network infrastructure is to be subjected to an examination and a solar initiative is to be launched in order to develop Vienna sustainably.
education and integration
Another central topic is education. The expansion of language support and the introduction of an obligation to visit children with language support, from 20 to 30 hours, are planned. The reform of the minimum security will particularly benefit families with children and shared apartments in order to strengthen integration and social participation. The announced "Wiener Integration Code" should provide an important component here.
The coalition also plans to combat child poverty and would like to actively counteract child and youth crime with the use of “orientation helpers”. vienna.at emphasizes that in addition to the expansion of school social work and support staff for educational institutions is also in focus.
The coalition is aware of the tense budget and is forced to initiate structured reforms. Higher dividends from urban investments as well as savings and evaluation of grants are on the program. Despite these challenges, the goal is to establish Vienna as a leading location for digitization and top technology, among other things by promoting AI projects and cyber security research centers.
Overall, the new government program shows a clear direction and ambitions to make Vienna in the coming years to make livable, more fairer and more modern. The approval of the party committees is still pending, but preparations for the constitution of the new municipal council are already underway. June 10th is planned as an appointment for the official introduction of the new city government.
