Vienna is moving into urban development with fresh plans! On June 20, 2025, the Vienna City Council committee decided on two ambitious projects that will not only create new living space, but also increase the quality of life in the city. The two urban development projects, Eibengasse in the 22nd district and the Wildquell biotope in the 23rd district, offer space for a total of around 7,000 people who will live in modern and affordable apartments. What's special: around two thirds of these new apartments are subsidized, making Vienna a role model throughout Europe when it comes to social housing. “These projects are an important building block for housing provision in Vienna,” emphasizes City Councilor Ulli Sima. The new city districts are characterized by generous green spaces and excellent connections to public transport and cycle paths. The design also includes multifunctional open spaces that meet the needs of residents.
The Eibengasse district in the 22nd district
Around 2,600 apartments are to be built in the Eibengasse district, offering space for up to 6,000 people. A central element is a 2.5 hectare public park. This will be designed close to nature, with forest-like plants, biotopes and wildflower meadows. The existing “city forest” will be retained and integrated.
The planners also rely on a climate-resilient approach. Further measures include numerous tree plantings, roof and facade greening and optimal ventilation of the area. The climate adaptation experts are available to provide advice throughout the entire project. The development of the Eibengasse district will be kept largely motor-free in order to promote gentle mobility such as cycling and walking. The Wildquell biotope in the 23rd district
In the 23rd district, a car-free district is being built on the former site of a paint factory, which will offer around 900 apartments - two thirds of which will be subsidized. A large park with old trees and its own spring ensures a pleasant microclimate and social infrastructure such as kindergarten and local amenities round off the offering. Here, compact development and measures to protect the landscape also promote the natural cooling effect in summer.
Vienna is not only known for its good food and high quality of life, but is also considered the capital of social housing. Over 60% of Viennese now live in subsidized or municipal housing. The city has set itself the goal of building a total of 5,500 new apartments as part of the “New Municipal Building” program by 2025; in fact, with the new projects there are even 5,700. [wien.gv.at] highlights that rents in municipal housing will be frozen for 2024 and 2025 and that 23,000 households will receive an average of 250 euros in monthly support through the “New Housing Aid”.
